Dashcam Appeal Following Death of Man on A38
Police are appealing for witnesses and anybody with information relating to an incident on the A38 which resulted in the death of a pedestrian this morning to come forward.
A man was found critically injured by a member of the public on the A38 Bridgwater Road, Winscombe, between Fox Lane and Fullers Lane, at around 12:10am this morning (Friday 30 January).
A man in his mid-fifties sadly died of his injuries at the scene and his next of kin have been informed. The road remains closed while investigations continue.
Officers remain at the scene of the incident alongside other emergency services and intelligence checks have been carried out.
Police are in the early stages of an investigation to establish what happened. At this stage it is unclear how the man sustained his injuries and are keeping an open mind whether it was potentially a result of a collision with a vehicle and the driver failed to stop.
We are therefore appealing to any witnesses and those with information which could assist our enquiries to come forward.
We would particularly like to hear from any drivers who may have been in the area at the time with relevant dashcam footage, between 11:45pm and 12:20am this morning, to come forward.
We would also like to hear from anybody who saw anything suspicious at the time of the incident, or in the moments immediately before or afterwards, to contact us.
Anybody who can assist with our investigation is urged to contact us on 101 quoting reference number 5226026947.
You can contact the independent charity Crimestoppers 100 per cent anonymously on 0800 555 111 or via their Anonymous Online Form.
No personal details are taken, information cannot be traced or recorded, and you will not go to court nor must speak to police when contacting Crimestoppers.

Congresbury War Memorial Hall – Book Sales
Due to some unexpected circumstances around my health the twice monthly Book Sales in Congresbury War Memorial Hall will not resume until March 14th and March 28th 2026. In future the Book Sale will run between 10.00am and 12 noon. Reasons will be explained to my regular customers in due course but are necessary as we start the 28th year of the sales.
There will be reductions in price, which will benefit all buyers, as the items will be sold on a “Buy One Get One Free” basis on all stock. Similar reductions will also apply to Jigsaw Puzzles. Hopefully villagers will take advantage of all stock reductions.
The size of the village has been gradually rising. Many people may not realise that the hall is a registered charity. They might like to take a look at what the hall has to offer, including Bingo, Badminton, Snooker, Rifle and Pistol Shooting and many others, when there is a Book Sale on.
This is an open invitation to all to check us out. Look forward to meeting you

Avon and Somerset Police
The Police has issued the warning below. Although the reference is to parking in Watchet there are fake QR codes in use elsewhere so please take care and check that the QR code is not a sticker over the original code.
We want to make people aware of criminals who have put a fake QR code over the genuine article on parking ticket machines in Watchet. These are the codes that can be scanned by smart phones to make payments, such as paying for a parking space in these occasions. Instead of payment going to the legitimate operator, these payments are going to the offender. Typically these scams may only take a small sum so it doesn’t raise any suspicions to the victim, allowing the fraud to continue.
A QR (Quick Response) Code is a two-dimensional matrix barcode which gives access to websites, digital content, or other information. At it’s best it provides swift access for payments, which comes from PayPal or similar companies, who then take payment for the user. At worse, it may also download phishing or malware viruses. Always check there isn’t a sticker over the original code. Be very careful if a smaller sticker seems to be over of a larger size or shows signs of tampering. Be especially aware if the website asks for sensitive information or offers unrealistic deals.

North Somerset Local Plan 2040 – Consultation paper on additional sites for the Regulation 19 plan
For those wishing to comment on the plans for Congresbury, please visit this website: https://n-somerset.inconsult.uk/Reg19AddSites/viewCompoundDoc?docid=15643252&sessionid=&voteid=&partId=15644084
Consultation-Paper-on-Additional-Sites-February-2025-accessible-version-v3Have your say on 20mph proposals for Congresbury
North Somerset Council has launched a consultation on the plans, aimed at improving pedestrian safety and supporting more active and sustainable forms of travel, such as walking and cycling.
Congresbury residents are being asked for their views on proposals for a 20mph zone in the village.
The preliminary designs include:
- – 20mph gateway signs at the High Street, Brinsea Road entrance to the village from the Langford direction
- – traffic calming speed cushions between the 20mph gateway signs and a zebra crossing near Stonewall Lane, which would be raised
- – new 20mph speed limits on certain roads including residential streets off Brinsea Road and the High Street, Broad Street, Kent Road, and Wrington Lane
- – repeat 20mph signage in the affected areas.
Local people have until midnight on Friday 11 April 2025 to view the proposals and have their say by completing the survey online at: www.n-somerset.gov.uk/congresburyspeedchange
Anyone unable to access the online survey can collect a paper copy from Congresbury Parish Council at Orchard House, The Old School Rooms, Station Road, BS49 5DX, and return it to the office before the survey closes.
Cllr Hannah Young, Executive Member for Highways and Transport at North Somerset Council, said: “Introducing a 20mph zone in Congresbury would help to encourage more people to choose to walk or cycle in their local area.
“I get lots of requests from residents across North Somerset for 20mph schemes so I’m pleased to bring this package of measures forward for people to have their say and would encourage everyone to take part before the survey closes.”
Cllr Dan Thomas, Ward Member for Congresbury and Puxton, said: “I have long been concerned about excessive speeding though our village. A dedicated group of residents and I have been campaigning to change this since I was first elected. These proposals for a 20mph speed limit and traffic calming measures will deliver safer roads for vulnerable users and improve quality of life for residents. Please take the opportunity to respond to this consultation and have your say on this important issue.”

Congresbury Cricket Club
Congresbury Cricket Club president Les Owen has decided to stand down from his role of leading the team behind plans to rebuild the ageing Rec Club and asked for the following to be posted on the village website.
In his resignation note to the club’s trustees he said:
“Some of you will recall that I volunteered to lead a project which we named Plan B in 2020. Originally this was to produce a ‘Plan B’ for the refurbishment/replacement of the ageing Rec Club building in the event that the New Village Hall project was not successful (which turned out to be the case). This became Project Construct when the NVH project ended
Since then, in summary, Project Construct has:
- Produced high level concept plans for a new building and got support of the Trustees, the Rec Club and the CC/FC/TC and the Parish Council
- Engaged architects (Stride Treglown) to produce more detailed plans to satisfy ECB and Sport England requirements
- Engaged numerous consultants to produce reports to enable an application for planning permission to be submitted mid 2022
- Received planning consent from N Somerset in December 2022
- Attempted to kick off the fund raising by seeking local community support and the development of local fund raising targets and plans, an essential first step before approaching grant funding bodies, corporates, HNWs etc
I put a very substantial amount of my time into this phase over two and a half years. I have tried to get the local fund raising off the ground but the lack of support from local people willing to take responsibility for elements of this has been very disappointing. After six months of trying to find an individual or small group who would lead this there were some volunteers in August 2023. However there has been very little progress since then not least because those volunteers have full time jobs and family and other responsibilities. I thank them for their efforts but we are not making any meaningful progress and I think it is time for a change.
Whilst I remain supportive I am no longer prepared to keep banging my head against a wall facing the apathy shown by many from whom I had hoped for more tangible support. I have decided that I am not going to continue trying to lead this initiative. I will continue to support the project if that would be helpful if someone else, or a group of people, steps up to lead it going forward. I feel that new leadership is needed if there is any chance of getting local fund raising going.”
